Program Description
Keenan House is a state-contracted Community Parole Center (CPC) providing residential Drug and Alcohol (D&A) treatment and supervision services for the PA Board of Probation and Parole (PBPP). The SAVE and “Half-Way Back” programs are available to qualifying technical parole violators referred by the PBPP.
Keenan House combines supervision and case management services with an intensive therapeutic community (D&A/ criminal behavior treatment center).
Halfway Back Program - a viable length of stay program ranging from a 30-day relapse prevention tract to a long-term treatment experience of 90 days. At the time of referral, Parole Agents can request a length of stay that best meets the offender’s needs.
SAVE (Substance Abuse Violators Effort) - This program is a sanctioned alternative to re-incarceration for parole violators. The first phase of this four-phase program consists of 3 months at the Keenan House residential D&A treatment facility. Phases 2 through 4 are a combination of Intensive Parole supervision and treatment services in the community. In total, SAVE programming is a minimum of 1 year in duration.
Agents from the PA Board of Probation and Parole (PBPP) are involved in all phases of an offender’s stay at Keenan House. Ongoing accountability is maintained through frequent on-site visits and continuous communication with the Keenan House clinical team.
Cost: The PA Department of Correction (DOC) pays for each offender in accordance with a contractual agreement, less any welfare benefits. The cost includes room, board and all therapeutic services. Offenders who secure legal employment once in treatment must pay 15% of their income toward room and board.
