Treatment Continuum Alternative Program (TCAP)

Description
The Treatment Continuum Alternative Program (TCAP) is a drug and alcohol/criminal behavior treatment based Intermediate Punishment Program. Developed as an alternative to incarceration, TCAP is available to qualifying Lehigh County, PA, residents. Candidates for the program must meet the eligibility requirements of TCAP and not be restricted from participation as outlined by the TTI exclusionary criteria.
Program Outline

Four to Six months intensive residential in-patient treatment at Keenan House.

Two to Four months Halfway House residential treatment programming at Keenan House.

Two months minimum Intensive Outpatient treatment at Confront.

Eight months maximum outpatient treatment at Confront.

Two months Intensive Supervision and Case Management.

Following completion of the above: Twelve months general supervision by Lehigh County Probation plus treatment and programming, determined by discharge recommendation.
Advancement through the program is clinically driven and based upon successful completion of each phase.
Supervision & Field Monitoring
Intensive supervision by Lehigh County Adult Probation runs concurrent throughout the duration of the program. Random urine drug screens and Breathalyzer tests are required. Electronic field monitoring begins upon discharge from the Halfway House and continues for a minimum of six months.
Employment & Residency
Participants secure full time, legal employment during Halfway House residency. All participants unable to work due to a verifiable disability will be required to engage in alternative productivity, such as volunteerism, on-going education or community service.
Upon discharge from the Halfway House, the participant must secure independent living in Lehigh County. Independent living must have the on-going approval of the Probation Officer (PO) and Case Manager. Group or family living will only be considered if the participant has a personal telephone line. Participants may not live with persons who are currently on Parole or who are under indictment, unless authorized by the PO and Case Manager.
Cost: Funding for TCAP is provided through a grant from the PA Commission on Crime and Delinquency.
