Program Description
Keenan House is a state-contracted Community Corrections Facility (CCF) providing residential Drug and Alcohol (D&A) treatment and supervision services for the PA Dept. of Corrections (DOC). The “Parole To” program is available to inmates who have received their green sheets and are required to report to a Community Corrections Center (CCC/CCF), inpatient or dual-diagnosis treatment facility as an alternative home plan.
Keenan House combines the supervision and case management services of a CCC with an intensive therapeutic community (D&A/ criminal behavior treatment center). All individuals entering the “Parole To” program are required to undergo a comprehensive Drug & Alcohol assessment. Length of stay is determined by parole requirements, outcome of assessments and overall response to treatment. Clients may begin their employment search and home plan development only after completion of the assessment phase and/or comprehensive treatment program.
Agents from the PA Board of Probation and Parole (PBPP) are involved in all phases of an individual’s stay at Keenan House. Ongoing accountability is maintained though frequent on-site visits and continuous communication with the Keenan House clinical team.
A thorough and workable after-care plan is provided for all individuals completing the Keenan House program.
Cost: The PA DOC pays for each person in accordance with a contractual agreement, less any welfare benefits. The cost includes room, board and all therapeutic activities. Clients who reach the appropriate level of accomplishment are expected to secure legal employment and to pay 15% of their income toward room and board. When discharge criteria and parole plan conditions are met, clients advance into independent living in the community.
Admission Criteria
Individuals considered for placement must be age 18 or over, may be male or female, and must meet the eligibility requirements of the DOC and PBPP.
Exclusion Criteria
Keenan House cannot provide services to individuals who:

have a history of arson

have a history of sex offense(s)

have a history of violence separate from drug or alcohol use

have unmanaged or unstable psychiatric or medical conditions, including de-toxification
-
have an I.Q. lower than 75

Close familial or intimate relationship with a client currently receiving our services, evaluated by case

Pregnancy, evaluated by case

Dually-diagnosed clients; a specialized treatment track within the Keenan House residential program targets individuals with addictive disorders complicated by a co-existing mental health disorder.
Application Procedure

The SCI counselor notifies the institutional Parole Supervisor of the inmate’s request to apply for admission at Keenan House as a parole plan.

The Institutional Parole Supervisor forwards the inmate’s information packet to the Regional Director, Region II, at 1325 Elmerton Ave., Harrisburg, PA 17110-9706,with a request for review and consideration for placement at Keenan House.

The Region II Director will review the request and forward it to Keenan House for consideration.

Keenan House will review the request and forward a letter of acceptance or rejection to the Region II Director.
